Allow users to upload GNU Privacy Guard Public Keys

In a user's profile they should be allowed to upload their GNU Privacy Guard Public keys to allow other users to download. This way if I want to contact another Trisquel user I can encrypt messages to them assuming they have uploaded their public keys.

Good call. This would also help increase awareness of privacy issues.
